Can anybody offer advise/experience on refurbishing a sixties office block?
The facade is metal single glazed windows with spandral panels. The building is draughty, poorly ventilated, over heats in summer and is very inefficient.I am considering a system of secondary glazing with ceiling mounted ducted ventilation and heat recovery…..all sounds good, but any advise welcome.

Sounds like a pretty awful starting point. Have you considered the option of demolishing and starting again with a new low energy energy building? Or at the very least stripping back to the structural frame and building back up from there.
Or am I being too radical?

Yes, too radical. Demolition of our existing building stock isnt such a good idea.
The building currently has PV panels and small wind turbines on the roof which I propose to use to power the ventilation system.
