This was also the abysmal response of the european cement industry to EMC concrete that inter-grinds cement with sand (50 % less cement for equivalent concrete) or other pouzzolonic materials.
It was tested in Norway years ago, built a number of bridges, etc. I see that the process has been licensed to a small concrete fabricator in the US.

Hopefully someone will start manufacturing lightweight expanded glass aggregate (from recycled glass) in the UK. Its a much lower cost alternative to foamglas and is used in Germany, Austria and Switzerland for sub surface insulation in Passivhauses. For domestic construction 2 to 3 story its load bearing capacity is sufficient.
