Several of the linear CFLs made by Osram and Philips (two-limb, designation FSD-I or -E or FSD) achieve 70+ lm/W (including ballast).

Any lamp which has been made more compact loses some light through internal absorption. It would be better to make shades for CFLs than try to force CFLs into shades designed for incandescent lamps.

The 28 and 35 W T5 can achieve around 100 lm/W including ballast. AFAIK there is nothing which does better than this.
